Abstract: 

The author reviews problems of Russian capital and the arguments used by Russian authorities to justify their recent decision in favor of the radical city limits expansion. Main arguments are a shortage of areas for housing building, overcoming of deficit of road-street network and nature protection territories, necessity of overcoming of a transport collapse, and also that Moscow and its environs are the integral city system. He analyzes the criticism of this decision and the prospects of its implementation.
