Abstract: 

Planning documents and decisions represent nowadays a significant part of socio-economic development management in most developed countries. Without this foundation, questions of environmental quality and sustainability, assessment of investment attractiveness and its increase remain unresolved, as well as the problem of different land users interests coordination, logistics and others. The article describes the terminology features and understanding of the territorial spatial planning process as the optimal space organization based on its features, characteristics and time parameters, as well as the specifics of the corresponding systems development in several European countries. The main challenges which Ukraine faces on the path to sustainable spatial development nave been highlighted. Prerequisites of the spatial planning system creation and its current state in Ukraine has been analyzed. The principles of successful solutions in the territorial planning process have been formulated: systematic and comprehensive nature; multicomponent and hierarchical nature; balanced nature of social, economic and environmental components; flexibility and agility; uniqueness; decentralization and address responsibility; social ecology; accessibility and openness of planning processes and data; dialogue and involvement of all interested parties; external integration and consistency with social development paradigm. A diagram of the modern spatial planning process has also been presented. The most relevant approaches and tools taking place in the EU countries have been considered, as well as possibility of their adaptation in Ukraine taking in consideration national methodology and spatial planning practice.
